It does seem silly.

Just have the mod queue ignore such things when they come to it, but in general browsing they can be ignored/blocked.

You can't since that would potentially cause you to violate a rule since you wouldn't be able to read sticky threads posted by moderators.

Then have the rules posted somewhere that isn't a post they are unlikely to read on a forum they are unlikely to go to. That or don't. The anger it produces atm is reason alone to keep it as is tbh.
