Epic Store didn't exist when he made the announcement on the game. I wouldn't say "no intention" more like he just didn't change long established plans.

Epic wanted exclusivity and the dev couldn't give them that because he had promised his fans to release otherwise. These are two parties that simply didn't mesh.

Pretty much, they're even bigger spoiled brats than the ones that gave them all the capital to start bribing devs for exclusivity. Not that exclusivity is a new thing, but traditionally a game was ALWAYS made to be exclusive, not some greasy fatcat coming up to them just before release and paying them to be on their platform.
