Can't get the leaders of other houses or their second in command with maybe one exception? Each character requires your character to have certain stats/skill grades, which can't be farmed so you can pretty much only recruit a single character that is based around your character's arc-type. My guy was sword only, so I could only recruit Felix, and I picked Blue Lions so I already had him. OR you can recruit characters who B support with you. But that's also hard to get because gift items are limited (so you can't get every character this way.) Plus it's based on RNG if they join through B support. They have to approach you during the week and it's a random chance. I managed to B support all these characters, that's how I got them. It requires some careful management of gifting and other support raising tasks, mission assistance, and making sure every skill on Byleth is at least D Rank (Heavy Armor and Brawling need to be at least D+ for Ferdinand and Caspar, since they can't be B Ranked). Any of the Church-affiliated characters are basically free recruits and don't require B rank supports, I think. I heard it's based on Byleth's level instead. So, that means the only characters I don't have are unrecruitable ones: Edelgard, Hubert, and Claude. In Black Eagles, replace Edelgard and Hubert with Dimitri and Dedue. In Golden Deer, it's Edelgard, Hubert, Dimitri and Dedue.
