The given reason is that physics are tied to framerate and can't be cheated around, which is sometimes a legit reason (Shenmue and FFX ports) and is sometimes a bullshit excuse to be lazy (Tales of Zestiria.) If it's the latter then there will likely be a frame cap removal mod on PC within a couple of weeks.
