The law here dictates that to be called whole, the fat percentage has to be 3.5% and to be called half-whole, it has to be 1.5%. With skimmed and fat-free obviously being separate products.
No clue what 2% could even legally be sold as here... Not that people here actually know, or refer to, the fat percentages of milk... No idea. Laws are written over the course of many years and apparently "half-whole" only legally became a thing later and when "whole" was redefined, "half-whole" was not.
