Pretty sure you have to use the tapping A trick for Windmill Plains, and you either have to hit the shortcut on Crescent Island flawlessly every lap or use the A trick for it too or both if I remember correctly. Beat everything else though, the game is so much better than Mario Kart. A few months later, I came back and slowly but surely started beating him on each track one by one. It was so satisfying to unlock him... he's a great prize. They put those coins so far off the beaten path... one of them you literally have to go in yhe grass and slow down by a few seconds to get.
