Sure, they become the bad guys for a while in 10, but that's only because the empress was ran out of town. Kingdom and empire are kinda different. Empire usually implies they have control of other lands not originally theirs. Id say Archadia from final fantasy 12. Once vayne is removed from power and his younger brother takes over anyways.
