over the next decade, under current law, means-tested programs are expected to grow by about 4% and non means-tested programs are expected to grow about 6%

but between 2009 and 2019, means-tested programs grew by 4.5% while non means-tested programs grew by 2.1%. and that number doesn't count the growth of means-tested health care subsidies on the marketplaces, due to the fact that they didn't exist in 2009

so basically whether or not means tested or universal programs are 'better' is entirely contingent on other things that have little to nothing to do with their universality
