You can only transfer over Pokemon to Sword and Shield that are in the regional Pokedex for those games. This means that you will only be able to transfer Pokemon that are catchable in Sword and Shield... Within the interview with Masuda and Ohmori, it was confirmed that there is currently no decision to bring the existing Pokmon that can't be in Sword & Shield back into the game using patches, but those that don't will still have an active role in Pokmon HOME. It also reconfirmed that Mega Evolutions and Z-Moves will not appear in Sword & Shield" And there are supposed to be more than 1000 pokemon in Sword/Shield if you count forms.
