I don't think it will be a someone, but rather a something.

Think something like The Patriots from MGS, except people actually are aware of its existence and omnipotence. Just like The Patriots, it will offer things that people consciously choose to connect with (like nanomachines, son).

Inherently not as rebellions immediately occur with excessive expansion increasing threat.

If a person controls too much land then they need to relax personal control on areas so their kings/dukes don't rebel. To control the whole world, you need to decentralise control so much that every country is effectively independent anyway.

You've got tens of thousands of soldiers struggling to screw the lid down on the worst of the violence in just one failed state. An AI superintelligence isn't going to find the job any easier.

There are many parts of the world whose core problem is insecurity because they're outside the control of any centralized authority. To bring every square mile of the globe under complete control, you'd first need a fully developed communications and transport infrastructure that reaches into every square mile: a project that would probably cost more money than exists in the world. Who would consider that the benefit outweighed the cost? Who would start a project like that, knowing it would never be completed in their lifetime?
