So it's judged on irrelevant criteria.

Sure, if you gloss over the relevant criteria they listed and don't weigh said criteria against the "irrelevant" items you bolded.

I mean, it literally says "unemployment, GDP" in the bit you quoted... not to mention is says "taking into account statistics like...", obviously showing that they're citing a small sampling of examples in the bit you quoted.

But yeah, ignore all of that and you've got a point.
