There's far too many conditions that makes this an awful idea. You can't assume that someone's age determines their need for money and how much. You can have an 18 year old supporting their entire family that doesn't work, or a 35 year old that lives in his parent's basement rent-free, that alone doesn't warrant a pay difference.

In the UK it just means an endless rotating door of teenagers who are never there long enough to get good at the job
