Almost all of them were shown to have failed early on, whether it was Sasuke failing to measure up to Itachi, Naruto failing to measure up to Sasuke, Rock Lee struggling to keep up with Neji, or Neji attempting to prove himself. Within the context of the show, Rock Lee is himself hardly exceptional.
