As for Lakitu, he eliminates potential shortcuts which kinda sucks but he gets you back into the race faster which I prefer. I think the game itself is faster, so the picking up has to be faster, as well. Also, losing coins means you lose max speed, IIRC. I think the more coins you have, the faster you can go.
