I assume people would be out there working around the clock to get the phone lines back up and therefore see them.

Doesn't matter if anyone spotted them. The point is, they wouldn't be able to alert the police right away, giving them ample time to escape with the goods.

They don't actually burgal while the lines are down. The reason they realize the mccalisters are actually out of town is when they over hear a phone call.

Plus, only the long-distance service was down. Unless people in the neighborhood were trying to call Texas (and Harry's observations proved a big chunk of people were away on vacation), they might not have noticed because they could still call elsewhere in town.
