I don't know, double elimination tournaments don't typically feature a gallery of rematches in the losers' bracket, so I get the feeling that maybe this tournament doesn't follow standard double elimination bracket rules

Yeah loser's brackets are supposed to receive results from different parts of the winners bracket to prevent unnecessary repetition.
