D.Va is a case where she had to compete with the rest of the ensemble cast of Overwatch in nominations just to get in, and is probably a bit undervalued (not by too much) in her seed, especially compared to Aloy. Same goes with Aerith, who is down the ladder of FFVII protagonists. Even Fox got a bit of this since a lot of his popularity comes from Smash these days.

Meanwhile, characters like Waluigi were nominated en made thanks to meme potential, and characters like Shovel Knight and Aloy got consideration because it was their first Character Battle they were eligible for.

Nominations can get weird since people can get passionate for more obscure characters and rally for them, thus often leading to a high seed. Whereas nominators often assume that stronger characters will get in anyway which can lead to lower seeds or even missing the bracket.

Plus SBAllen fudges the seeds at least a little. He obviously did in 2013, and back in Characters 2010 he mentioned that Revolver Ocelot got the least nominations out of the non-vote ins even though Ocelot had a higher seed than fellow non-vote in Wander.

I don't know Cloud and Sephiroth probably get the majority of nominations and then Aerith has to contend with Tifa, Vincent and the rest of the cast as well. There's just too many of them.

Yeah, if we had known that Cloud was going to be excluded from the bracket, Aerith would have easily picked up more of those Cloud nominations and put herself in a higher seed. Hell, Aerith being snubbed from the 2004 Contest being unable to place in the Top 100 nominations was a decently memorable moment at the time.
