This is a pretty good spread for generation representation in the Top 10. II and VI were pretty weak on characters so them having zero left is about right, and V/VII making up half the list is good too since they had the best overall casts.

Only issue is III had a fairly nice cast too, so it only having one left (and it being a non-entity in Flannery) is bad.

The mainline Pokemon games have never been known for having a deep story in the first place, so you would be hard pressed to find characters who are very significant to the game's story. Even most of Gen I's characters are pretty minor within the game's story (like all of the gym leaders besides Giovanni).
