I mean, that's just a switch with a valve.
That's really all a transistor is, just an electronic switch.

I think i meant can you make an abstract slow electronic device with just water/valve/switches ... like a really really really slow transistor radio

No because radios directly interface with... radio waves.
There isn't a good way to grab or release radio waves with water.

So like a series of logic gates?

If you have a series of small flowing rivers, you could treat them as data connections and have them run through sprung dams to operate as boolean responses and route the data rivers so that dependant on pressure level from each data output, data will route to certain bigger dams that would open large flow rivers that would act as power lines.

If you had say a valve opening keyboard, on a smaller scale you could route the power pipes to actuate corresponding letter hammers like on a type writer.

NOT gates are a bit tricky as valves.

Isn't this how nearly all people function without thinking about it?

When I had to learn it, it was pretty easy. And actual kind of fun... I don't really remember anybody struggling with it. I sure there was at least a person or two. But most of us picked it up fairly quickly...
