Right but as someone else said, the standard for what a court needs to prove is not the same standard required to form a personal opinion about a guy. If you want to convict someone of a crime you need evidence. You don't need evidence to make a cautionary opinion about whether a person is fit for an extremely important job when 3 unrelated people have made a damning statement about his character.
