You risk yourself and your loved ones. You being there isn't going to magically protect the house from getting destroyed by the storm and there's nothing you personally can do to stop it. And if you get stuck, the govt has to waste time and taxpayer money to get your ass out of there anyway. Literally just pack a car and drive away. Sleep at a hotel or in your car if you've got no friends or relatives. What the hell is wrong with these people who try to weather a big storm when they get an evacuation order!? They just make it harder on everyone else.

Does the government have means of transport to get people out, like shuttles?

Hurricanes often break down, switch directions etc.

Everyone said to leave for the hurricane that hit last year. It was supposed to hit as a level 5. Ended up being a level 3 and for a lot of people all that happened was they lost power for 3 days.

My personal question: why do people continue to live on the coasts where they are basically guaranteed to get fucked by a major hurricane at least once?

In the Midwest we have tornadoes but those are not even close to a guarantee. My city has been hit by a tornado once in the past 50 years and it was an EF0.

This cause hurricanes tend to break down, and drop to a level 3 or 2 from a level 4 or 5. Like now, I am in SC, and we was supposed to be getting a category 4 or 5. Now, it's downgraded as a TS. I'm not going anywhere if it's just a little rain.
