Verizon is currently throttling OES 5262 so severely that it's hampering operations for the assigned crew. This is not the first time we have had this issue. In December of 2017 while deployed to the Prado Mobilization Center supporting a series of large wildfires, we had the same device with the same SIM card also throttled.

Has nothing to do with net neutrality, since they were similarly throttled (and didn't seem to learn from it) before the law was passed. This is an issue of a fire department wanting to use a basic data plan for mass broadcasting and not paying a proper data rate for that. That uses a tremendous amount of data. I don't agree with throttling in the middle of a crisis, but the department should be paying more and should have addressed this issue the last time it happened.

And yes, "unlimited" plans have always been throttled, something people who used to torrent 24/7 would complain about.
