The truck was unmarked and locked. You could only find out they had shoes inside if you broke the lock with bolt cutters (which they did) and opened it up.

If it was food that'd be a different story. There's no morally justifiable reason for breaking into a truck and stealing a bunch of shoes though.

I think it is a smart practice to be honest. :v maybe the police force can get a sponsorship deal with Nike out of it too.

It's the same thing as those bait cars they use to catch car thieves, except those are usually left unlocked.

They were targeting a specific recurring crime in this neighborhood by setting up a scenario similar to those who had fallen victim. It was pretty clever.

What seals it for me is that they did not even know what was in the truck. The witness in the article disputes whether it was locked or not. Okay fine. In the video the back of the truck is closed. Even if it's unlocked, none of the people being arrested had any business opening the back of that truck. They did so because they knew it was vulnerable and wanted to see if there was anything of value to steal.

It makes sense though, because that's where the thefts are occurring. In this specific instance it's because people had been stealing cargo.
