That is almost certainly fault. It might actually be true that the CIA indirectly helped spread crack in the early days because they supported people that were smuggling and dealing drugs in their efforts to fight leftist regimes in Latin America. However there is no evidence that it was their goal to make crack addiction more common in the poor black community, or even that what they did made any real difference in the long run.
