3. The Hulk

These were the heavy hitters of popularity back in the 90s

Before MCU, it seemed like

Spider-Man
Wolverine
Hulk
Captain America

Thor and Magneto seemed to be pretty popular as well.

So yeah, excluding X-Men and Spider-Man, it was probably Hulk and Captain America. I can't speak too much for outside of the US, though. I would guess Hulk was more popular worldwide.

EDIT: You're also excluding Vemon, right?

Out of literally thousands of characters, he's among the three that got shows. That's still pretty damn popular.

But yeah, all the Avengers except maybe Thor had pretty strong followings. Hulk was iconic, Captain America was already a cultural icon, and Iron Man basically showed up in every comic, show, or game. Punisher is also a popular choice, especially since he actually had three movies before the movie universe came about.

Anyone that says Iron Man wasn't popular was probably someone that got into Marvel after the Iron Man movie came out, possibly even after that.

Before the MCU it basically went like this.

-Spider-Man
-Wolverine
-X-Men in general
-Hulk

After that, the 2nd tier of popularity was

-Fantastic Four
-Iron Man
-Punisher
-Ghost Rider

and MAYBE Captain America.

So basically to answer the question, it was Hulk without question thanks to the TV show.

They were the only "top guys" Marvel still owned.

Like I think people over act on how "unpopular" Iron Man was. He had his own cartoon and toy line in the 90's, which directly lead to him being the one to start with in the MCU (and before people point out Hulk came out a month later, he'd lost some clout due to that awful Ang Lee movie. Hulk was more popular but also had a bad track record with movies at that point so Iron Man went ahead of him)

If we look at it gamewise, then Spiderman and X-Men appeared in the most games pre-MCU.
But since we dont count them, then Iron Man clearly appears in the top 3 spot of used Marvel characters, perhaps even stealing the number one spot.

You can always tell who had absolutely no interest in Marvel and people who had way too much of an interest in Marvel in these topics.

It was Hulk. Bar none. It was Hulk.

Iron Man and the others weren't no names like some people claim, you could probably ask a kid who Iron Man was and he'd have at least a passing knowledge because Iron Man didn't only have his own show and toyline, but he actively showed up on Spider-Man and I think had a figure in the Spider-Man toyline. (not to mention his appearances in video games)

But yeah, if you asked an adult they'd have no clue. But they'd know who Hulk was, because Hulk had a prime time television show.

So if both kids and adults knew who Hulk was...it had to be Hulk.

I would even argue that Hulk was arguably the most popular Marvel character for a time in the 80's.

Most adults at the time would have only known Hulk from the Ferringno Hulk show which was more like a personal drama featuring Dr. Jekyll than it was a Superhero show the way Linda Carter's Wonder Woman was.

Most children around the 90s would have never watched the Hulk show but would have heard about him through the toy lines which were super popular. Hulk Hands in particular were a huge thing back then.

Iron Man appeared in a lot of games, shows, and toys for kids back then. A lot of people also mistakenly associated the Black Sabbath song with the character even though the Song actually predates the character. The song got a surge of popularity in the 90s because of Beavis and Butthead. So Iron Man was popular, maybe for the wrong reasons, but he was popular.

Tony Stark's Iron Man first appeared in 1963.
The Black Sabbath song was recorded in 1970.
