I understand they arent always enforced, but to the letter does law enforcement only want you to drink at restaurants and not actually get drunk, or your house? only?

I think it's mostly used for other things. If that makes sense... Most of the time, if someone gets drunk are a bar and goes to get a cab or something, most cops don't care. If that makes sense...

Public intoxication charges are almost overwhelmingly dependent on belligerence.

As far as open container laws are concerned, I have no idea, especially since its dependent on location.

In my experience cops only enforce laws like that if the person is being an asshole to others or disturbing the peace

If youre chill and drinking something in a paper bag I dont think theyre gonna care

I imagine they just don't want drunk people causing a ruckus. And, in the case of restaurants and bars, they can cut somebody off when they've had too much to drink.

Open bottle laws also tie into public safety issues, since glass bottles can cause harm when dropped or thrown. The laws mostly pertain to cities where broken glass is more likely to be an issue.
