Powergirl being my favorite example. She doesn't have big breasts just for the sake of having big breasts. It's become such a notable aspect about her that other characters take note in some way or another and in some instance, is a source of insecurity for her.

I just like that kind of character fleshing out, you know?

It's kinda silly when people get mad that a character's movie counterpart isn't as attractive when every character is depicted as a 10 and only 2 or 3 of them actually have their beauty acknowledged in-universe.

If it's something that everyone has, it's not unique. And if it's an important attribute, it needs to be brought up in the story itself. You can't just make every guy tall, every woman beautiful, and expect the casting decisions to reflect that every time.

I think a good male example would be Ozymandias from Watchmen. He's not the perfect dude with the perfect body and intellect for no reason. They play a very important, integral role to his character as a whole.

I could be wrong but I think I remember seeing a comic where she was upset because she concluded people would rather look at her (because of her breasts, obviously) than listen actually to her when she's in and out of the Powergirl persona.

One scan I really liked was when she was tearfully confessing to Superman that she wanted to come up with a cool symbol like his to cover it up, but she couldn't think of anything, so she just left clevage window.

She's not, at least not in the good classic stories. She's a supremely confident person. People not being able to keep their eyes off her cleavage amuses her.
