Apparently Darth Maul appears in Solo. He was also a regular in the clone wars cartoon and the Rebels cartoon (which seems to be canon AFAIK)

As to the actual OP, I kinda expected that the Empire just didn't care, because Yoda/Obi-Wan both decide to put themselves into exile instead of actually joining the rebellion, so nobody felt the need to bother.

When did he sense it from Luke? Empire? Luke hadn't learned everything even by the end of Jedi. Obi in ANH and Luke in Jedi wanted to be noticed by Vader, they didn't try to hide.
