The only solution to it is to have systems to literally observe the driver and verify if they are paying attention. That means more than just steering wheel grab sensors. You need Visual Observation, IR observation, weight sensors, sensors to detect if the person is awake. Sensors to actually SEE if the hands are on the wheels instead of just relying on pressure pads or magnetic field sensors in the steering wheels. There is a whole host of technologies he can literally implement. But that would cost a lot of $ to do that to ensure human driver proper compliance. If the humans aren't compliant, the computer must find a way to pull onto the shoulder, stop the vehicle, and find a way to alert the driver repeatedly until they wake back up or get back to their senses and drive as designed.
