If businesses can no longer pay for certain fringe benefits and deduct them as an expense, it makes sense that not-for-profits wouldn't be able to either. You can't target only certain types of exempt organizations with this. The way these not-for-profits can avoid the tax is to pass it on to their employees. Include the cost in their gross wages, so the employee pays more taxes. Many businesses are doing this already. But parking is a tricky one if the employer owns the parking lot. --- I am the Cheese! It does not state if the excess of parking paid by employer is included to the employee or if the total amount.
