Don't Cait Sith and Selphie also have an instant win ability on their limits? Three Cait Sith's and The End? Selphie also has the ability to use them at any time due to aura(?) giving limit access.

Selphie can't be manipulated to give instant The End (if they could that is what speed runners would use)

If you're generally sweeping or disabling in one attack a pop you're stronger defensively with bulbasaur by virtue of actually acting every turn.

I don't know what game you played that you think Venasaur can OHKO the entire Kanto dex....

There are a few times that RZ won't even two hit KO in RBY.

Well sleep powder's hit rate is higher than 50% so that's your solution to the stuff you can't OHKO.

Thus you still get hit a lot less than Mewtwo does.

I don't know why we're having a discussion about Mewtwo before gym badges for some reason but Mewtwo is a fantastic answer for gen 1 Pokemon competitive. So much rape.

Also Snorlax Gen 2 is way up there as well. Curselax was a legitimate beast where there were only a few specific counter weights to it. Just crushing meta implications.

IIRC disobedient Pokemon are actually quite frustrating to use in RBY. They can go to sleep and waste lots of turns. You aren't actually invincible since the Pokemon can attack itself. Massively overkilling random encounters isn't necessary. A regular Pokemon that can outspeed and OHKO randoms 99.6% of the time gets the job done much faster.

This was not the best year for my bracket.

Does Fou-Lou in Breath of Fire 4 count?

you only control him in certain parts of the game, and always by himself without the rest of the playable characters, but it's for enough segments of the game that I don't think calling him a "temporary" party member does him justice.

Fou-Lu is pretty clearly temporary! The fact that he doesn't actually fight in the same battles as other PCs also counts against him, to my mind. He pretty much has his own short little game... an easy one to be sure, but outside like one or two fights (mostly those damn dice if they use some of their better attacks) it's not like the Nina/Ryu side of things has harder battles... <___<

To my mind an overpowered PC must (a) stand far above his/her competition and/or (b) render trivial enemies who are capable of threatening a party otherwise.

Throwing in a vote for Raquel in WA4

In a game where speed determines how many turns you get and how often, she can force additional turns for herself and hits like a goddamn truck

No more Waifus, just Wife for me thanks.
