Strange seems fairly cautious with it and while transforming the city back to normal would help, he did it at the price of fucking everything up. Aquaman's land strength is still pretty up there, having tossed tanks and picking up large buildings. He's taken a bullet to the head. So it comes down to if he can get supes in it fast enough. I'd give Thor the durability edge since he has insane showings (the star beam stuff, being in space for a week, etc.) but Superman is just too fast.
