You could actually spin that quite cool. A mob boss/serial killer who kills people with cooking knives and is a gourmet chef. You could play up the cannibal angle to make him more terrifying. Have him leave grisly scenes for Batman to investigate. Hell, you could make him a bourgouise type 'class struggle villain' with the whole 'refined cooking' and 'eat the poor' angle. It'd be very neo-noir/Scandinavian noir.

The Condiment King? It would be good for DC to catch up to their more obscure villains in terms of live action. Comic books fans such as myself would relish a battle between Bats and his more lesser known foes.

I mean, I was thinking more about a guy who makes his henchmen dress up as silverware, but yours is good too.

Making them dress up as silverware reminded me of those street performers who paint themselves silver, and dance like robots. That would be a bitching "battle" to watch Batman in. New dance craze 'The Bat-bot!'.
