Saves occur in the order that is listed in your post.

Any saves that doesn't meet the first two requirements is immediately ignored.

Everyone can participate in this comp. Just don't use alts to save more movies than the fixed requirements.

One round will only take a day. If a round isn't finished by that time period, I will eliminate movies judging by its amount save. If more than one movie has the same amount, then I'll eliminate more than one as well.
