It's elementary level prospect theory. Nothing anything too shocking.

On the most basic level, the choice you should make is like comparing a1 * .65 * 1000000 against a2 * .99 * 500000

Where a is your aversion graph to risk and it changes depending on the percentage of earning 0.

A much more interesting question would be

4% chance to get 1,000,000 and 8% chance to get 500,000

0.65*1,000,000>0.99*500,000

The reason why the 99% is going to be favored by most but the filthy rich is because most people see nearly as much utility in 500k as they do 1000k.

I take 65% chances on my gacha game at enhancing my weapons. I get 65% on average of about 1/10 tries. No thank you. I'll go 99, even though I've failed three or four times at 98%.

Probably... 90%? I mean neither amount is enough to get me to the point where I could invest and live comfortably just off the interest and I'd be really happy with the 500k.

I think it was revealed after some people did datamining into X-COM that there is a hidden "pity" counter that keeps going up every successful attack you do and when it hits the limit your next attack is a miss regardless of what the actual % chance to hit is.

Devs said it was done this way because QA found it trivial to make it so that you could complete the whole game without getting a scratch.

EV of first option: $650,000
EV of second option: $495,000

Statistically, the first option is the better bet. However, given the magnitude of the prizes both in absolute terms and relative to the cost (I'm presuming this costs nothing to enter), as well as the fact that this is a one-shot chance (again, presumed), I'll take the safer option and take the 99% chance of $500k.
