Interesting. On one hand I think that's the right way of how the law should be, on the other hand it is just so bizarre that someone got, like, a budget to animate that and I assume put music and voice actors to it.

Very true. Like I said though, it's about as hard to enforce, even in regressive places that do ban it, as illegal emulators and other accessible forms of piracy, which are universally illegal.
