You can't arrest somebody based on a suspicion of violence. Law enforcement is reactive, not proactive. Anybody who dealt with domestic abuse will tell you this. Being weird isn't a crime. If you report an innocent person based on suspicion, you risk destroying their social life and actually putting towards that path as you leave then isolated from their peers.
