Fair enough. A major piece of legislation is coming up for a vote and you are unsure how to vote. Your party is strongly opposed to the legislation and party leaders are trying hard to persuade all party members to vote against the bill. At the same time, your office is receiving a large volume of phone calls and emails that are overwhelmingly in favor of the bill.

typically constituents win over the party, though grasstops folks are much more meaningful than grassroots folks

for instance if you are voting on a crime bill and 90% of your constituents want it but the 10% that don't are disproportionately county sheriffs and prosecutors, they will win. But that is true whether or not the party wants it
