No overblown CGI, no fancy stuntwork, just a group of the most powerful men in the world discussing political/social issues with raising tension as their ideals come into conflict with each other. You can't have a movie that's one long social/political debate where the issues can only exist in superhero fantasy land. There needs to be something there that can relate back to the real world, even if it's only expressed through allegory. I also think the conflict between Black Panther and Namor should provide for the most dramatic/tense moments. They're by far the members of the Illuminati with the most vitriol for each other, and the group should be constantly trying to keep them from ripping out each others' throats. And since Marvel now has the rights for the Fantastic Four, I think it'd be fairly interesting to have Dr. Doom be a member of the MCU's version of the Illuminati alongside Reed, where the two are forced to, for just once, occupy the same space without trying to kill each other.
