lilORANG 01/20/18 4:15:55 PM #15:	I'd say mostly Trump since it sounds like there originally was a bipartisan agreement that didn't involve a wall, and Trump said he wouldn't sign it. but the remainder of the blame is on Republicans for being in power and letting CHIP expire so they could use it as a bargaining chip later.
