We upper middle class folk are the perfect subjects to take money from to give to the super rich without causing a massive uproar. By the end of the year, it was down to 4.9 percent. Such improvements were not universal, either. Kansas rate was a full point lower than neighboring Missouris at the end of 2013. Kansas rate now stands at 3.8 percent. The states small business climate improved to the point where the Kauffman Foundation gave Kansas a grade of A in 2013. But with all this good news, the Legislature simply couldnt restrain itself. Former state treasurer and now U.S. Rep. Ron Estes noted in The Wall Street Journal that between the 2010 and 2018 budget years, during this era of supposedly devastating cuts caused by right-wing tax policy, lawmakers raised expenditures from $5.3 billion to $6.6 billion, a 24.5 percent increase.
