Have you updated your graphic drivers? Did you check the integrity of the game files? (Right click game on your list of games -> properties -> local files tab -> verify integrity of game files.)

Yeah if you're not able to play the game you can return it. I've returned a total of 1 Steam purchase that I wasn't satisfied about with no problems.

Whenever you install a game on Steam, it comes with 1-5 accompanying pieces of software you need to get it to run. Usually after installing a few games you'll have all of them installed already. Regardless, sometimes you're missing one, or the version it's trying to install is different, and when that happens you can't launch the game until you manually run the installer file. Since that's the vcredist file, you can try to run that, or you can try finding a potentially newer (2015 or 2017) version online (Google: Microsoft Visual C++ Redistributable - it's delivered through MS).

I've also seen people complain that they can't run CoD WW2 with certain programs going (sometimes it's antivirus, one person said they couldn't run it with Stardock (Window Blinds, Start10, etc.) software running. So you might try disabling any unnecessary (from the perspective of running the game) software, too.

This, go to My Computer --> System Properties and it will show if you have an 64 or 32 bit OS

Yeah uh no it's not. Silly console kids have been saying this for over 10 years and it's only making more money. Steam is only getting bigger. Technical problems aren't exclusive to PC. I can't remember the last time I had trouble getting a game to run.

Go to Services and make sure Windows Update is turned on and is set to start automatically.

I think you can download the Windows update through Microsoft's website. It happened to me before when I was running Vista and couldn't even update. So I went to their website's appropriate page and downloaded the update from there.
