Not instantaneous, but I'd bet a small fortune that ISPs have been working the infrastructure of their networks in anticipation of a removal vote, so expect to see subtle changes roll out as soon as January, if not next week.

People do know that AT&T throttled face time and Comcast throttled Netflix? People didn't make this crap up. It happened.

It won't happen all at once. Companies prefer the public remain ignorant to NN, and don't want to shock the system. But I suspect torrents will fall first. The rest will come slowly after.
