Yeah I think this is what your thinking about. The basics are Cassandra was given the gift of prophecy but was also cursed so that no one would ever believe her.

Not what you're thinking of, but there was an Outer Limits episode where the government punished people by making everybody ignore them. This would lead them to almost starving, homeless, etc.
