Giles is a reserved bumbling British librarian with an extremely dark past, whereas Wesley starts out sort of inexperienced and inept but grows into a radically different person (ie, way more grizzled and sexy than he is in that picture). By the end of their respective arcs, Wesley is way sexier. If you take both of them at face value when they first appear, Giles is.
