Both grocery stores I worked at had a seminar about how you would get fired for harassment if you brought it up. If your're wearing a shirt that says 'trolololo' some people will look, simply because it's not a usual thing. If you are wearing a funky baseball cap, ditto. If somebody (male or female, gay or straight) sees some naked breasts, that person may or may not do a second take. Not in a perverted or sexual way, they would do it in the same way one looks at a funky cap or shirt for a split second. But to sum up just a few of the issues, many babies don't take bottles after getting used to the breast, many babies will reject bottles if their mother is nearby, many babies flat out reject formula (my first one did), and for many moms breastfeeding gives their breasts a chance to release milk which keeps up production and also keeps their boobs from getting engorged.
