I could get on board with this if it excludes swimming. If you're not at the pool or beach, going shirtless just makes you look like a douche

In the case of drugs, the victim is the user. Society has an obligation to prevent citizens from doing harm to themselves, which is also why we have laws mandating seatbelts across most of the country.

Actually more and more places are telling men to cover up too. Normally the reason is "because of the children!". I'd imagine these folk think that children shower clothed.
