It's cost prohibitive to ship it, but since the customer pays for shipping, I don't see why they can't make that choice.

Also, I don't know what makes something qualify as an add-on item, because items of the same (or close to the same) size/weight may or may not qualify seemingly at random.

It's to fuck over prime members who don't pay for shipping on non-add on items.

It's probably some combination of price and difficulty to ship.

It's not worth the pick at that price usually and, of course, it's an incentive to purchase other stuff. If you want to pay more for it, there are usually other options for buying it.

I was gonna buy The Revenant since it is only $4 for the Blu-ray+digital but I didnt have anything I wanted to add to my cart to bring it to $25 so I just removed it

You can use an Alexa device or the Amazon Music app for phones to order Add on items without meeting the $25.

I do find it annoying but at the same time I can get good deals on certain products if I either wait to buy add-ons with other purchases or buy it in bulk. For example, I bought seven 16 GB SanDisk flash drives to put camping photos on for my Scouts. Being add-on items, each flash drive costed me just $5 before tax and I was easily able to meet the $25 requirement.
