Yes, because a millionaire can just mean owning a million in assets which doesn't translate as far as most people think. Hell, somebody can own a million in assets and still be in debt.

Given that Trump was a billionaire and massively in debt in the past, at least one billionaire would have picked up that $5.

Again, it's based on assets and doesn't necessary look at debt so you CAN be a millionaire and poor. Or, at the very least, you can be a millionaire and cash-poor.

This...I actually done this before many times (usually with $1 Bills thou)...

- I pick it up
- Ask anyone near it 'does this belong to you?'
- If no one claims it, either give it away (if rich) or just keep it and buy lotto ticket (if broke)

Then you sell your assets and stop being poor.
