You've been able to stream most Steam games for a long time now (except for a few that ban it, like Tales games). But I'm not sure why you'd want to remove those from your installed games list.

It just crowds up my list. I'm all for keeping the ability to stream games, but it's cluttered the games I want to have ready to turn on soon with games I can turn on without installing but don't necessarily want to bother with soon.

Ah, I see "Local" is the way to go now instead of "Installed," okay, but I also liked "Recent" and now that's cluttered with streamable games.
